This is the template that should be used when adding new abilitys

Explanation
Fields	&	Instructions how to fill 'em
description	:	Fill with the ingame description of the Ability.
Total Cost	:	How much exp is needed to have the ability at 100%.
Function Threshold	:	Whats the minimum % needed that the ability starts to work.
