Some items in BatMUD have the ability to invoke spells/spell-like effects, some instantly, some with varying "casting time". Depending on the item, you may or may not be able to cast normal spells/use skills while invoking.
Especially many of Shinarae<analytics uacct="UA-3466433-3" ></analytics>'s items are known to have this feature.
